Victor was born on January 14, 1948 in Lal-Lo, Cagayan, Philippines to Felix and Maxima Rosacia. Victor’s father was a Lawyer and his mother was a Dentist. Victor was the 5th of 10 children. He grew up in Lal-Lo and he earned an associate degree in radio-telecommunications.
He is predeceased by his siblings, Eduardo, Bert, and Anita. Victor is survived by his sisters Liberty, Virginia, Amelia, Christine and his brothers Doming and Felix, Jr.
He enjoyed watching his favorite Filipino shows, listening to music...his favorite was Paul Anka. He also enjoyed going places with his relatives, specially eating at buffets with his brother, Doming. Victor was a kind, generous, and deeply religious man. He will be greatly missed!
